Current position on fuel prices

Fuel prices have increased, and ACC acknowledges this is putting pressure on some clients and providers. We are monitoring fuel price impacts on services and will respond in line with government settings if changes are required.

Government agencies are working together to ensure a coordinated and consistent approach. ACC is part of this all‑of‑government response to support the continued delivery of ACC‑funded services. 

There are currently no changes to ACC client travel or support.

Guidance for providers 

New Zealand continues to be in a good position with healthy fuel stock in the country and fuel remains available nationwide. Providers should continue delivering services within existing arrangements.  

We recognise that providers may already be making practical decisions about how best to deliver services in their communities.  

As a precaution, we encourage providers to consider sensible fuel use and to review their own business continuity arrangements, including how fuel cost pressures could affect their operations if conditions were to change under the National Fuel Plan 2026. This will support provider led preparedness, recognising that impacts and available options will vary across services. 

Support for contracted home and community support workers

On 2 April, the Government announced that contracted Home and Community Support workers will receive a temporary increase to mileage rates to help offset rising fuel costs.

Suppliers can now invoice the temporary top-ups for Home and Community Support worker travel using the new codes provided in their short-term contracts. These temporary mileage top-ups are effective from 2 April 2026, and claims can be backdated for travel undertaken from this date. 

Home and Community Support workers have been identified for targeted support as they play an essential role in daytoday care and rely on their own vehicles to travel between clients. Providing targeted support helps ensure services remain available and sustainable for clients who rely on them. 

These measures are targeted, timelimited, and separate from ACC’s annual pricing and contracting processes. It remains a condition of payment that any topups are passed through in full to the care workers whose travel is being invoiced.
