ACC to commence review of the audiology market

Released 09/02/2026

As a large funder of health services in New Zealand, it’s important we continually look at how we drive greater value for New Zealanders and deliver better outcomes for our kiritaki (clients).

We are focused on ensuring our kiritaki get the right support, at the right time. Alongside this, we want to ensure ACC is sustainable so we can support generations of New Zealanders into the future.

We recognise the important role of audiology service suppliers and providers in helping people get the right support when they have experienced hearing loss due to an injury. This ensures clients achieve improved hearing so they can fully participate in work and everyday life.

To better understand the audiology market, as well as opportunities to modernise ACC’s approach to funding hearing devices and associated services, we’re commissioning a review of the audiology market. The review report, which is due late April, will summarise:

  • the shape of the audiology market nationally and internationally, including service provision, device manufacturers, and the supplier/provider landscape
  • provision of hearing aid devices, including associated costs, volume, range and quality
  • other devices/consumables/services associated with audiology service provision, including assessments, device fitting, accessories, and batteries
  • a view of the audiology market in relevant international jurisdictions, taking into account procurement, service provision, and funding.

Sapere has been appointed to conduct the review, following a closed procurement process via the All of Government (AoG) Consultancy Services Panel.

Sapere is an Australasian consultancy group providing independent analysis, research and advice across areas such as health and insurance. This includes work in public health, primary and community services, hospital and specialist care, mental health and addictions, and disability support. Sapere has experience in developing costing and funding reviews, demand modelling and service planning, as well as providing advice and support for commissioning activities.

Your voice matters

We value the wealth of knowledge and experience the sector brings. That’s why, alongside the review, we’ll be seeking expressions of interest from the audiology sector to join our External Audiology Reference Group. This group will help shape innovative ideas to improve our audiology services, including how we purchase hearing aids.

We’ll be in touch with more details on how you can apply to be part of the External Audiology Reference Group in late February.
