ACC to undertake independent analysis of needs assessment service
We have commissioned Sapere to undertake an independent analysis of the market for needs assessment services. This work is part of our wider Needs Assessment Project, which is reviewing how we identify and respond to client needs after an injury.
The analysis will help us build a clearer, evidence-based understanding of the market. It will look at needs assessment services across New Zealand, with reference to other comparable markets where appropriate.
As part of this work, Sapere is looking at:
- current market capacity and capability, including assessor availability, and qualifications
- regional coverage, equity considerations, and any gaps in access to services across New Zealand
- market structure, including how services are currently organised and delivered
- funding approaches and factors influencing the sustainability of services
- constraints and potential barriers affecting the market, as well as opportunities for improvement.

About the Needs Assessment Project
The Needs Assessment Project is reviewing how we identify and respond to client needs after their injury. It aims to develop a more consistent, evidence-based approach to needs assessment, with a focus on improving client outcomes, strengthening quality and reliability, and informing a more modern commissioning model for future services. The project was launched in January 2026 at our Market Event, and work has been progressing in collaboration with our External Advisory Group. We’ll be sharing a more fulsome update shortly.
